FT:Antipathy Between Tokyo and Beijing Could Derail UN Reform

Today's FT frontpage: China-Japan row 'threatens UN reforms'
Mark Malloch Brown, chief of staff to Kofi Annan, the United Nations secretary-general, yesterday warned that tensions between China and Japan could derail plans for far-reaching UN reforms to be agreed by September.

[...]

Mr Malloch Brown, attending a conference in Berlin, suggested tensions in Asia could have consequences in Europe.

"What's happened in China in terms of demonstrations against the Japanese embassy and consulates reminds one that far away from Europe, there is a China-Japan dimension to which Germany's membership is hostage. This should not be overlooked," he said.

Marc Erikson in Asia Times asked: "why and why now [with staging all these protests]?"

I wonder about this too given China has other means within the UN system to achieve the same goals.
